The Law on Winter Tire can be published in the Official Gazette on 8 November 2012:

The relevant law is as follows, on the officially on the website: The measurements and procedures related to loading vehicles and weighing and dimension measurement tolerances.
Article 6 on this page is about the winter tire:
"Procedures for loading vehicles
ARTICLE 6 (1) The measurements and procedures regarding the loading of vehicles on the highways are as follows. "
(j) mentions the winter tire:
j) vehicles used in passengers and goods transportation must use winter tires between 1 December and 1 April each year. In case of weather conditions, the period in the said date range can be increased by the Ministry for 1 month.
(2) The first paragraph (a), (b), (c), (ç), (d), (e), (f), (g), (ğ), (h), (I about those who do not comply with the rules specified in paragraphs (i); 2918 No. 2918 of the Traffic Law, the first paragraph of Article 114 of the same Law specified in the amount specified in Article 65 of the same Law, traffic administrative fine decision minutes are issued.
This law is compulsory to win the winter tire.
