There were around 100 concubines in the Ottoman Empire. Since the relatives of the girl would have the requests from the sultan, there was a concubine from slave girls as much as possible and avoided buying free girls.
The number of women in the harem reached 300 in the 3rd period of Murat. Since they are slaves, they are not considered as normal marriage. Thus, the number of women whom a man married does not have to be limited to 4, because there is no marriage.
