Part First: General Provisions

PURPOSE

Article 1 - The purpose of this regulation; 3628 No. 3628, the shape of the property to be given in accordance with the form, the form of arrangement, the number, what to cover, how to deliver the authority and other principles and other principles of the implementation of this law.

Unjust goods obtaining

ARTICLE 2 - Increases in the form of expenditures that cannot be accepted with the income of goods that cannot be proved in accordance with the legislation or general morality or in terms of social life of the person concerned, are counted as unfair goods in the implementation of this regulation.

ARTICLE 3 - The following must make notification of goods:

a) Public officials who come to work with all kinds of elections and members of the Council of Ministers (except for the members of the mukhtars and the old delegation),

b) Notaries,

c) Members of the General Management and Central Supervision Board of the Turkish Aeronautical Association and the Headquarters Organization and the General Directorate of Turkish Bird, the Central Boards of the Red Crescent Association and the General Directorate Organization of the General Directorate and their branch heads,

d) General and added budget apartments, special provincial administrations, municipalities and subsidiaries or sub -organizations, public economic enterprises (economic state organizations and public economic organizations) and the affiliated partnerships and businesses, with special laws or private laws, or private laws The institutions and organizations established on the basis of the authority granted by the laws and public service in their sub -organizations or commissions by receiving monthly, wages and allowances, other public officials who do not have workers and members of the Board of Directors and Auditors,

e) Those who are in charge of public institutions and their members of the Board of Directors and Supervisory Board (including the Chamber and Stock Exchange Assembly of the Chambers and Stock Exchanges established in accordance with Law No. 5590),

f) Political party leaders, foundations of the administrative bodies of foundations, heads of cooperatives and units, members of the board of directors and general managers, sworn financial advisors, public useful association managers and auditors,

g) members of the newspaper owner and the members of the management and audit committee of the newspaper owner, responsible managers, editor -in -chiefs and paragraph writers,

h) Those who have to notify goods according to their special laws (including confederation, union and union branch president and managers).

The authorities where the notification of goods will be given

Article 6 - The authorities where the goods will be notified are as follows:

a) For the members of the Grand National Assembly of Turkey and the members of the Council of Ministers, the Presidency of the Grand National Assembly of Turkey,

b) For personnel working in public institutions and organizations, units related to personal work,

D) For the head of the department and its members of the High Courts, the President of the Court,

e) Ministry of Justice for Notaries,

f) For civil servants and servants of other institutions and organizations, authorities authorized to appoint,

g) For those who take part in the Turkish Aeronautical Association and the Red Crescent Association, the President of the Institution and Association,

h) For those in charge of public institutions in the form of public institutions, the Presidency of the Institution; For the members of the Board of Directors and Auditors, the ministries they are relevant,

i) For those who leave their duties, the authority or authority they need to give their notifications while they are in these duties,

j) For the leaders of the political party, the Chief Public Prosecutor of the Supreme Court of Appeals,

k) The organizations where cooperatives and general managers of the cooperatives and their associations are inspected for cooperatives and troops,

l) For sworn financial advisors, Ministry of Finance and Customs,

m) For the members of the General Management and Central Supervision Board of the Turkish Aerial Institution, the Red Crescent Association and the Associations counted for the public interest, the Ministry of Interior; For their branch heads, their provincial governorships,

n) For the members of the Provincial Assembly, the relevant governorships, for the members of the Municipal Assembly, the relevant mayors, the mayors, the Ministry of Interior,

o) For the last authorities who will notify the goods, the authority or authority related to the personal work of their organizations,

r) For those who work in the administrative bodies of foundations, General Directorate of Foundations.

Responsibility

Authorities specified in Article 6 Article 6 are responsible for ensuring that the goods notifications are submitted within the period. These authorities assign units or personnel to monitor the giving goods notifications.

Part Third Part: Property Notifications

Subject of the Property Notification

ARTICLE 8 - Article 3 belongs to themselves, their wives and their custody children;

a) immovable property (including land and building cooperative shares),

b) Monthly paid to them, from five times the net monthly amount; Those who are not paid monthly are more than five times the value and amount of the net paid to the first level of the first degree in the general administrative services class;

1) Precious papers in the provision of money and money,

3) Gold and jewelry,

It is the subject of the notification of goods. The total values ​​of the goods, rights, receivables, debts and revenues specified in paragraph (b) are shown as a single item.

The goods are declared based on the values ​​on the date of notification of goods.

In the General Administration Services Class, the net monthly amount, including all kinds of hikes and compensation paid to the first level of the first degree, is determined and announced by the Ministry of Finance and Customs following the determination of the coefficient applied to the pensions.

Article 9 - Property Notifications;

a) In the appointment of the tasks listed in Article 3, together with the documents required for the entry into the task,

b) For the members of the Council of Ministers, within a month following the appointment,

c) Within two months following the finalization date of the election,

E) In a month following the date of departure,

f) For the members of the newspaper owner and the members of the management and audit committee of the newspaper owner companies; For responsible managers, editorials and joke writers, within a month following the date of starting this business or duties,

g) For those who need to notify goods according to their special laws, within the period stipulated in their laws,

It is mandatory.

Additional Goods Notification

ARTICLE 10 - Those who have made the duties listed in Article 3, their children under custody and their personal assets when there is a significant change in their personal assets, in a month following the change, the new acquired goods, rights, receivables, receivables and debts to be exclusive They have to give notification of goods. With the acquisition of rights, receivables or income or borrowing of the property and amount of goods shown in Article 8, it is considered significant changes in assets.

Renewal of the Property Notification

Article 11 - Those who continue the duties specified in Article 3, they must renew their notifications until the end of February at the latest with the end (0) and (5).
